EFFICIENCY IN COLLABORATIVE IMPLEMENTATION

APSS series of Summits is a flagship project of the APSS Think and Do Tank which seeks to provide thought-leadership and engaging environments for analysis of Africa’s transformation agenda. The aim is to galvanize the respective constituencies of continental Africa and its diaspora to contribute to the Africa we want. APSS convenes invigorating, action-oriented and implementable summit outputs in the form of Action Plans, Programmes, Projects and Initiatives for Africa’s turnaround. APSS’ unique focus on implementation distinguishes our summits from others, because they serve as planning, strategizing, review and feedback platforms on actions  Africa must take to achieve its continental vision.

SERIES 001:

Theme: RIGHTING THE WRONGS OF DOING BUSINESS IN AFRICA

The first APSS summit, held from 8-12, March 2021 had the theme ‘Righting the Wrongs of Doing Business in Africa,’.  This first Summit led to the call for Private Sector Bill of Rights (PSBoR) and the African  Education Trust Fund (AETF. The first summit additionally called for a direct linkage between Academia/TVETs and the National Private Sector (Chambers or Federations) to align skill sets to business, service, industry and public sector needs.

What are now known as the Charter on the Private Sector Development, Rights and Protection Environment in Africa [a.k.a Private Sector Bill of of Rights (PSBoR) for an Enabling Business Environment in Africa] and the African Educational Trust Fund (AETF) were refined from a weeklong virtual summit and was attended by three AU Member State Presidents namely Botswana, Rwanda (represented by the Minister of Trade) and Niger (represented by a Minister) and opening statements by President of the Africa Business Council (AfBC), Secretary General of the AfCFTA, the President of Pan-African Chambers of Commerce and Industry (PACCI) and prominent institutions.

This APSS source summit also had support of Continental bodies as partners – PACCI, Federation of West Africa Chambers of Commerce and Industry (FEWACCI), East Africa Chambers of Commerce and Industry and Agriculture (EACCIA), International Chamber of the Great Lakes Region (ICGLR), AfCFTA Policy Network (APN),  Global Institute for Strategic Planning and Development (GISPD), the United Nations Economic Commission for Africa (UNECA), European Union (EU), Coalition of Dialogues in Africa (CoDA), Center for International Private Enterprise (CIPE), Corporate Council of Africa (CCA), and the Academia.

SERIES 002:

Hybrid Summit in Accra, October, 2022

The second summit under the theme ‘Awakening Africa’s Sleeping Giants in the Implementation of Regional Economic Communities (RECs) and African Continental Free Trade Area (AfCFTA): Leveraging Strategic Opportunities for Africa’s Turnaround,’ identified 13 project areas. The summit again prioritized the establishment of the Africa Education Trust Fund (AETF) as a critical focus area.

SERIES 003:

Hybrid Summit in Kigali, 2023

Theme: Awakening Africa’s Sleeping Giants in the Implementation of Regional Economic Communities (RECs) and African Continental Free Trade Area (AfCFTA) and Repositioning Stakeholders Strategy and Implementation action, in Rwanda, sought to reposition stakeholders’ strategies and implementation actions as developed in Series 2 in Accra, by reviewing the progress of implementation as well as refashioning areas that need revision for continuing implementation after series 3. Landmark launch of the Private Sector Bill of Rights and the Africa Education Trust Fund, as well as fundraising efforts to support APSS work going forward, thus making Kigali a watershed moment for leapfrogging Continental Projects and APSS activities.

Summit Series 3 Objectives:

  • Reviewing of progress on Summit Series 1 and 2 output implementation.
  • Repositioning Identified Priority Projects from Series 1 and 2.
  • Showcasing Africa’s success stories to scale up proven solutions and interventions at continental level.
  • Mainstreaming young and women entrepreneurs, MSMEs as well as disruptive innovations for continental benefit.
  • Exploring New Financial Frontiers for Synergy of Funding and resource mobilisation for the African we want and must have.
  • Launching the Private Sector Bill of Rights and Africa Education Trust Fund.

SERIES 001:

Theme: RIGHTING THE WRONGS OF DOING BUSINESS IN AFRICA

Series 1 was held virtually from March 8-12, 2021. It cataloged challenges which Series 2 subsequently moved from planning to action-oriented implementation through intentional commitments and stakeholders alliances of the private sector, academia, labor, civil society organizations (CSOs), consumers, and the public sector. Series 2 is therefore a  deliberation on and planning for the solutions and workable activities derived from Series 1, to address the challenges that were identified, with a  view to a concluding Action Plan to be implemented as a follow up to Series 2.

Virtual Summit in March, 2021

Righting the Wrongs of Doing Business in Africa’ cataloged the challenges facing the continent in terms of trade, business and investment and proffered solutions in the form of outputs and deliverables, which have been worked on as launched and unveiled in Series 3, which was held in Rwanda.

The ‘Bill of Rights for Enabling Business Environment in Africa’, whose development by experts was funded by the United Nations Economic Commission for Africa (UNECA), is now ready for regional and continental vetting and validation, to be followed by a continental consensus adoption by stakeholders.
